Principles
Terms used several times in a report can be abbreviated, particularly if they appear in multiple paragraphs. Abbreviations can help to keep texts shorter and more user–friendly.
However, abbreviations – particularly if not widely used – are a form of jargon and can therefore be [link title="off-putting%20for%20the%20non-expert%20reader" link="%2Faware%2FGAP%2FPages%2FReport-style.aspx%23Accessible-style" /]
. Abbreviations should be used to make the text easier for readers to read, not for drafters to write. If in doubt, use the full form.
Each abbreviation should be written out in full in a list of abbreviations at the end of the report, immediately before the [link title="glossary" link="%2Faware%2FGAP%2FPages%2FGlossary.aspx" /]
.
Instructions
ECA reports use two sorts of abbreviations: acronyms and initialisms. The main difference is that acronyms form new words formed from the first (or first few) letters of a series of words, and are pronounced as words (for example, Benelux, NATO). Initialisms are merely a series of letters formed from the initial letters of a series of words and each separate letter is pronounced (examples include: ECA, MEP, USA, ERDF, EU). Before using an abbreviation in a report, ensure that it is necessary.
We do not abbreviate if, for example:
- the term in question occurs in only one or two paragraphs in one part of the report;
- the term in question appears only a few times across the whole report;
- the same abbreviation is more commonly used with another meaning;
- the abbreviation is not widely recognised;
- there are a large number of other abbreviations in the same sentence or paragraph.
When using an abbreviation:
Consider using reader–friendly alternatives to abbreviations, particularly when referring many times to a term in the same paragraph: ‘The emissions trading scheme is now in operation throughout the EU. The scheme will involve constant monitoring of emissions trading activities’.
When compiling a list of abbreviations:
- check that all abbreviations in the report text are included;
- check that no abbreviations are included that are not in the report;
- do not include abbreviations that are commonly known, such as EU, km;
- do not include ‘ECA’, since it is on the title page of the report.
Other rules in respect of the use of abbreviations:
- acronyms with up to five letters are usually uppercased: AIDS, COST, COVID-19, ECHO, EFTA, NASA, SHAPE;
- acronyms with six letters or more should normally be written with an initial capital followed by lower case: Benelux, Helios, Frontex, Assyst;
- when using the indefinite article, apply the rule ‘a before a consonant, an before a vowel’ as if the abbreviation following the article were being spoken: a UN resolution, a WTO representative, a NATO decision, but an NGO;
- initialisms generally take the definite article if the expression they stand for does: the OECD, the WTO, the EU, the ECA;
- plurals of abbreviations are formed in the usual way by adding a lower-case ‘s’. They do not take an apostrophe unless they are in the possessive: MEPs, DGs, ICTs, SMEs, UFOs but MEPs’ salaries;
- untranslated abbreviations from other languages should retain the capitalisation conventions of the original (e.g. GmbH);
- ‘Article’ may be abbreviated to Art., and member state to MS in footnotes or tables, but not in running text.
