Principles
The sequence of quality review checks provides a structured approach to confirm that tasks have been properly planned before the task plan is approved.
As part of [link title="supervision%20and%20review" link="%2Faware%2FGAP%2FPages%2FSupervision-review.aspx" /]
during the planning stage, the head of task, principal manager and director check the quality of a task.
Under the responsibility of an AQCC member, DQC staff carry out [link title="independent%20quality%20review%20" link="%2Faware%2FGAP%2FPages%2FIndependent-quality-review.aspx" /]
checks of each task plan.
The head of task is responsible for uploading documents into Assyst and ensuring the completeness of the record of quality review.
Instructions
Head of task
The heads of task demonstrate that all relevant issues have been dealt with. The head of task uploads the checklist to the record of quality review.
Principal manager
The principal managers confirm the quality of the task plan and document their supervision and review of the team and the work done. The head of task uploads the checklist to the record of quality review.
Director and reporting member
When satisfied with the quality of a document, the director informs the reporting member. Once the reporting member is satisfied with the document, they issue the CH version of the draft report.
The director signs the electronic signature page of the task plan to confirm the quality of the document and that the processes of supervision and review have operated as intended. The member signs for the quality of the task plan. The head of task uploads the signed CH document to the record of quality review.
Independent quality review
The CH version of the task plan is subject to independent quality review by the DQC. The results of the review are provided to the AQCC member, who uses it as the basis to prepare a review note. This is sent to the reporting member (copied to the other members of the chamber) before the chamber meeting.
The reporting member considers the review comments, and provides a response to the AQCC member, and any other member who has raised points. The head of task uploads the AQCC IQR note(s), reporting member’s replies, including tracked versions of changes made in response to comments by the AQCC and other members, and minutes of meetings recording comments raised orally.
Involvement of other parts of the ECA
The Legal service can be consulted for advice on whether all aspects of the subject matter are within the [link title="ECA's%20mandate" link="%2Faware%2FGAP%2FPages%2FECA-types-of-audits.aspx" /]
or in relation to legal limitations to access evidence.
The Data protection officer shall be consulted concerning the disclosure of personal data.
