Principles
Monitoring the legislative cycle helps us to anticipate requests for opinions and to check they are sent to us in good time.
Engaging in dialogue with the main stakeholders early helps us to prepare opinions of greater quality, and which are likely to have more impact.
We analyse whether the important points raised in our opinions have been addressed in the legislation, once it has been approved and enforced.

Monitor the legislative cycle
Policy experts monitor the legislative cycle and identify planned legislative proposals on which we may be requested to issue an opinion.
Whenever possible include opinions in the annual work programme.
When it appears likely that we will get a request for an opinion, consider informing the DOP’s interinstitutional team for them to expedite the process.
Regular dialogue with the parties concerned
In line with our [link title="no%20surprises%20approach" link="%2Faware%2FGAP%2FPages%2FCommunication-in-audit.aspx" /]
engage in proactive, regular and ongoing dialogue with the main stakeholders – the Commission and/or the legislators.
Be ready to engage with the Commission if they seek to explore issues with us even before preparing new legislative proposals.
Follow the main events and milestones of the legislative process and be available to contribute as necessary, including explaining the opinion once issued.
Continue to monitor after approval
After the legislative proposals have been approved, the team that prepared the opinion or the policy expert prepares a summary of which points in the opinion were actioned, and which important matters were not. The summary is presented to the chamber or Court as appropriate, made available in the respective knowledge node, and included in the policy scans.
This allows:
- being aware of important matters that may have an impact on audit reports;
- documentation of matters that are of potential interest for subsequent opinions on the same subject; and
- acquiring an overview of the impact of our opinions.
