Principles

that ensures that we deliver the opinion in time to be useful.
We prepare clear, concise and realistic task plans for approval by a chamber. Task plans on opinions are typically shorter than other task plans.

As we often need to produce our opinions under time pressure, work on [link title="preparing%20an%20opinion" link="%2Faware%2Fopinion%2FPages%2FPreparing-opinion.aspx" /]
may begin before the task plan has been approved.
Instructions
Unless already foreseen in the annual work programme, the Court designates the chamber responsible following the receipt of a request for an opinion. The chamber selects the reporting member/s.
The reporting member, in consultation with the director, establishes a team that examines the proposal for legislation, consults with policy experts as necessary, and prepares the task plan.
Task plan
Prepare a task plan that covers concisely the following:
Subject
- Identify the legislative proposal on which the opinion is being sought, and set out the scope of the opinion and any significant limitations.
- Describe the nature of the request, deadlines referred to in the request, and any relevant background information.
Approach and method
Describe expected coordination with other chambers, and/or the legal service, as well as any use of [link title="external%20experts" link="%2Faware%2FGAP%2FPages%2FSpecific%2FExternal-experts.aspx" /]
planned;
Implementation of the task
Submit the task plan to the chamber for approval. When the deadline for preparing an opinion is particularly short, and work on the opinion has already started, the reporting member may consider communicating an advance copy of the draft task plan informally to other members of the chamber.
