Principles
We communicate the results of our reviews through clear, accurate and relevant reports, which are intended to be of interest to, and useful for, our stakeholders.
Before drafting the report, we establish an outline of its content, structure and main messages. For this purpose, a [link title="drawing%20conclusions%20process" link="%2Faware%2FPA%2FPages%2FReporting%2FDrawing-conclusions.aspx" /]
can be applied by analogy with that we use for performance audit.
We follow a similar report structure to that we use for performance audits, and apply the same [link title="drafting%20guidance" link="%2Faware%2FGAP%2FPages%2FReport-drafting.aspx" /]
to review reports as to our other reports. However, due to their different nature, there is scope for greater flexibility in the presentation of review reports in order to present the material in the clearest and most relevant way.
We ensure that our review reports do not include observations or conclusions addressing evaluative questions, or new [link title="recommendations" link="%2Faware%2FGAP%2FPages%2FRecommendations.aspx" /]
. However, they can refer to opinions, conclusions and recommendations in reports published previously.
We subject review reports to the same [link title="quality%20checks" link="%2Faware%2FPA%2FPages%2FReporting%2FQuality-checks.aspx" /]
as those applied to special reports.
Instructions
When the review work is close to or at completion, discuss the structure and main messages of the report, including risks, challenges, opportunities and closing remarks, before starting the drafting. The discussion can follow a process similar to the [link title="drawing%20conclusions" link="%2Faware%2FPA%2FPages%2FReporting%2FDrawing-conclusions.aspx" /]
process used for performance audits, although reviews do not include conclusions based on findings. Invite the audit team, including the principal manager, and any others who might be able to make valuable contributions, as well as your DCO to the meeting. It is good practice for the reporting member and the director to be present, or represented.
Structure
Structure the review report as follows:
[link title="executive%20summary" link="%2Faware%2FPA%2FPages%2FReporting%2FExecutive-summary.aspx" /]
;
[link title="introduction" link="%2Faware%2FPA%2FPages%2FReporting%2FIntroduction.aspx" /]
;
[link title="scope%20and%20approach" link="%2Faware%2FPA%2FPages%2FReporting%2FScope-and-approach.aspx" /]
;
- body of the report, signposted using appropriate headings;
- risks, challenges and opportunities (if including these in the review), either in the body of the report or in a separate section; and
- closing remarks.
Other [link title="components" link="%2Faware%2FGAP%2FPages%2FReport-drafting.aspx%23Components" /]
of review reports include: the [link title="title" link="%2Faware%2FPA%2FPages%2FReporting%2Ftitle.aspx" /]
and '[link title="about%20this%20report" link="%2Faware%2FPA%2FPages%2FReporting%2FAbout-this-report.aspx" /]
' text, [link title="non-textual%20material" link="%2Faware%2FGAP%2FPages%2FNon-textual-data.aspx" /]
(diagrams, [link title="charts" link="%2Faware%2FGAP%2FPages%2FCharts.aspx" /]
, data and pictures), [link title="examples" link="%2Faware%2FGAP%2FPages%2Fexamples.aspx" /]

and list of [link title="abbreviations" link="%2Faware%2FGAP%2FPages%2FAbbreviations.aspx" /]
, and [link title="footnotes%20or%20endnotes" link="%2Faware%2FGAP%2FPages%2FFootnotes.aspx" /]
.
When using draft report for[link title="clearing" link="%2Faware%2FPA%2FPages%2FExamination%2FClearing.aspx" /]
, it is not necessary to include all components.
Drafting
When drafting the report:
Do not exceed 10 000 words for the text of the report, including footnotes and endnotes, and excluding annexes, glossary and the list of abbreviations.
Prepare a summary paragraph, titled '[link title="About%20this%20review" link="%2Faware%2FPA%2FPages%2FReporting%2FAbout-this-report.aspx" /]
', as for special reports.
Include and attribute the comments of the reviewee obtained during the [link title="final%20consultation%20process" link="%2Faware%2Freview%2FPages%2FFinal-consultation.aspx" /]
in the body of the report, where appropriate.
